Biography
A serial entrepreneur with over 30 years of information technology and cybersecurity management and executive experience.
A lifelong learner and leader responsible for leading election security, critical infrastructure and control systems cybersecurity portfolios.
This portfolio includes leading the research and development teams in the prototyping of cost effective solutions that accelerate CMMC and other cybersecurity standards readiness.
For DoD’s Project Spectrum, Armando leads the program that includes four phases and includes continuous cyber threat & compliance monitoring red teaming and CMMC virtual coaching. Armando also led the design of the cost sharing model for the listed services and that now includes cloud hosted SOC and SIEM with threat hunting capabilities in support of the small business subscribers and program participants.
Armando also leads the marketing and technology outreach for the Maryland Innovation and Security Institute (MISI), the MISI Academy, a 501c3 premier cyber skills and mentoring organization serving K-12, college students and government civilian and military with a key focus on closing the gap in cybersecurity education diversity.
Armando has been the steward of cybersecurity and technology programs valued in excess of $200 million dollars. Armando leads MISI’s supply chain cybersecurity initiatives with the Department of Defense and the Intelligence Community.
Armando is an executive with experience leading major DoD programs that included supporting the USTRANSCOM worldwide network and its continuous cybersecurity resilience, and supporting security operations centers for the Department of State, leading numerous intelligence community programs centered on cybersecurity, cloud, data science and project and portfolio management amongst others.
